The Institute for State Organizational Sciences (ISOS) was established in 1995 (by the Decision No. 15/TCCP dated March 11, 1995) on the foundation of the Center for Scientific Studies and Information of the Government Committee on Organization and Personnel, with its initial name as the Institute of State Organizational Scientific Research. In 2008, it was renamed as The Institute for State Organizational Sciences by the Decision No.1501/2008/QĐ-BNV dated December 02, 2008 of the Minister of Home Affairs.

The Institute for State Organizational Sciences is the scientific public professional institution providing policy advice to the Ministry of Home Affairs (MOHA) on State management areas within jurisdiction of MOHA. It is the lead scientific research institute in the area of organizational sciences. It also acts as focal agency for management of scientific and technological activities of MOHA. Over 15 years of foundation and development, the ISOS has gained significant achievements and made considerable contributions to the course of scientific studies of in the State organizational branch.

During the development process, The Institute has made remarkable achievements, in which the Institute has chaired the implementation of 08 independent scientific research projects at state level, more than 30 scientific research projects and programs at ministerial level and 11 baseline survey projects. These scientific projects have initially elucidated several fundamental theoretical issues on organizational science and state science and explained the practical status and direction in reforming organization and performance of state administration apparatus in response to number of issues regarding the requirements of developing a unified, coherent and modern system of the Executive branch; regarding organizational science basis in studying the management of multi-disciplinary ministries; on renovating management and delivery mechanism of public services and strengthening the socialization in public services; on practical status of cadre and civil servant management institutions  and its renovation requirements; on organizational structure and treatment policies to cadres and civil servants at grassroots level and those policies to take the good uses of as well as treat the  talented people in civil service, etc …. The scientific research outcomes provide scientific basis to contribute directly to the development of the Party’s policies and directions and to the State’s legislation that responds to leadership and controlling requirements in implementations of managerial missions of the Ministry of Home Affairs, contributing to the country sustainable development. Details are as follows:

- The ISOS is the standing unit assisting to the Government History Compilation Steering Committee; it concurrently handles the works assigned by the Committee. The Government History Chronicle comprises of 3 volumes and has been published. Additionally, the ISOS has assigned to chair the research work and compilation of the History of The Ministry of Home Affairs 1945-2005 and the MOHA proceedings: 65 years of establishment and development (1945-2010). 

- Basing on outcomes from sociological surveys and scientific research projects, the Institute has issued a number of books, in which some are remarkably evaluated such as: The current status in overlapped functions and responsibilities across Ministries, ministerial equivalent agencies, Government agencies and between Government and Local levels – Recommendations and Solutions (2002); Public services – Renovation in management and delivery in Vietnam at present (2007); Vietnam State organization (1945-2007); Current Vietnam urban areas (2007), etc… Besides, civil servants and governmental employees of the Institute has joined as chief author or members in tens of books and in hundreds of articles in scientific journals, thematic academic journals, discussion papers in scientific seminars and conferences.

- Applied research type is the Institute’ strength that contributes to the development and the planning of the Party’s policies and directions and the State’s legislation. The Institute assists leaders of the Ministry of Home Affairs in setting up some of the Party’s policies such as content preparation for the Party’s Resolution on Public Administration Reform, State organizational structure, development of cadres and civil service; compilation of the project on completing grassroots governments to improve quality of the fundamental politic system (Resolution of the Central Congress 5 session IX); the Project on review 20 years of leadership method renovation of the Party to the State and society; Secretariat report on "Some theoretical and practical issues on civil society in Vietnam”. To serve the Government's management and administration, the Institute assists the Ministry leaders in building projects with high scientific value, such as  the Government Project and the Resolution No. 08/2004/CP on improving continuously the decentralization in state management between the Government and those provincial/city governments directly under the Central control; the Instruction No. 05/2008/CT-TTg by the Prime Minister on improving efficiency in using working time of state cadres, civil servants and governmental employees; the Development of cadres and civil servants project within the comprehensive public administration reform (PAR) in the period of 2001-2010 of the Government; the Pilot project on non-existence of People Committee in rural districts, urban districts, wards; the projected Law on cadres and civil servant; the projected Law on governmental employees and other subsequent projects for implementing the Law on Cadres and Civil Servants such as the Project on promoting grades through competency testing, the Project on methodology of occupational classification and identifying structure of civil servant grade framework; the Project on attracting, using and treatments to talented people in civil services. At present, according to the assignment of the Ministry of Home Affairs, the Institute is empowered to chair and cooperate with other units to establish the Vietnam’s Cadres and Civil Servants Development Strategy in the period of 2011-2020; the Project on Renovating the selecting method of leader posts in the ministerial departments and provincial departments; the Project on Strengthening continuously the reform of civil service regime and policies to civil servants; the Project on Development of Database on cadres, civil servants and governmental employees and commune cadres and civil servants, and other projects that contribute to the renovation of the public administration and civil service regime.
