GENERAL INTRODUCTION


The Institute of State Organizational Sciences - formerly the Information and Documentation Center under the Government's Organization and Personnel Department - was established under Regulation No. 539/TCCP dated December 1, 1990. In 1995, the Center was transformed into the Institute of State Organizational Sciences under Decision No. 15/TCCP dated March 11, 1995. In 2008, the Institute was renamed the Institute of State Organizational Sciences under Decision No. 1501/2008/QD-BNV dated December 2, 2008 of the Minister of Home Affairs. On December 16, 2022, the Minister of Home Affairs issued Decision No. 1197/QD-BNV stipulating the functions, tasks, powers and organizational structure of the Institute of State Organizational Sciences. The Institute of State Organizational Sciences has an international transaction name of Institute on State Organizational Sciences (abbreviated as INSOS).

The Institute of State Organizational Sciences is a public scientific career unit serving state management under the Ministry of Home Affairs; is the leading research institute on state organizational sciences; is the focal point for managing science and high technology activities of the Ministry of Home Affairs. Over 30 years of establishment and development, the Institute of State Organizational Sciences has gone through different stages of development but has always played an important role in forming and developing knowledge of organizational sciences and state organizations; contributing to innovation in thinking, improving research capacity, policy advisory capacity of cadres, civil servants, and public employees, effectively serving the state management work of the Ministry as well as the Home Affairs sector.

Over the past 30 years, under the close guidance of the Ministry's leaders through the periods, the efforts and tireless work of generations of civil servants, public employees and workers, the Institute of State Organizational Sciences has achieved many results in scientific research and scientific management of the Ministry of Home Affairs. The Institute has directly organized or chaired the research of many independent state-level topics; ministerial-level scientific research programs. The topics are all practical and highly applicable; providing scientific arguments directly serving the policy and law making of the State, state management activities of ministries and branches, specifically: Research on theoretical and practical basis for the development of the Law on Government Organization according to the 2013 Constitution; theoretical research on the Government structure for the 2021-2026 term; innovation of the organization and operation of ministries in a multi-sectoral and multi-disciplinary direction; organizing the activities of People's Councils, People's Committees and local state administrative agencies in the absence of district, ward and commune People's Councils; organizing the administrative apparatus in urban and rural areas; improving the effectiveness of the People's Council's supervision activities; building a self-management model for commune governments; proposing methods to determine job positions in state administrative agencies; building a reasonable and scientific civil servant structure; state management of associations and non-governmental organizations in the context of international integration; the issue of transferring some tasks of state administrative agencies to associations... The scientific topics and programs implemented by the Institute are all evaluated as fair, good and excellent, contributing to affirming the level and capacity in scientific research work of the Institute's civil servants and public employees.

The Institute of State Organizational Sciences has successfully completed its advisory tasks, assisting the Minister in unifying the management of science and technology activities of the Ministry of Home Affairs; successfully performed its duties as the standing body of the Ministry's Science Council. The Institute has proactively advised on innovation in science and technology management activities in the direction of organizing competitive selection to implement ministerial-level scientific topics. The selection activities have created a fair competitive environment, creating motivation to promote the scientific research movement of all civil servants and public employees; contributing to improving the quality, efficiency and progress of implementing topics.

The Institute of State Organizational Sciences is the standing body assisting the Steering Committee in compiling the Government's history, and directly participating in implementing some contents of the project assigned by the Steering Committee. The Government History Collection consisting of 3 volumes and the Government History Chronicle have been completed and published. Based on the successes in researching, compiling and publishing the work History of the Vietnamese Government (1945-2005), the Institute proposed that the Government agree to implement the supplementation, compilation and publication of the work History of the Vietnamese Government (1945-2015) to supplement and update historical events, fluctuations and changes in the Government from 2005 to present, thereby highlighting the role of the Government in the process of fundamental innovation in organizational structure, operation methods, contributing to the innovation of the administrative system and political system.

Based on the results of investigation projects and scientific research topics, the Institute has published many books, including highly appreciated works such as: Regulations on functions, tasks, powers and organizational structure of specialized agencies under the People's Committees at provincial and district levels (2017); Law on Cadres, Civil Servants and the system of documents guiding implementation (2016); Organization of multi-sectoral and multi-field management ministries (2013); Basic issues on state power organization, reform of the civil service regime and public policy assessment (2010); Public services - innovation in management and supply organization in Vietnam today (2007); Organization of the Vietnamese state (1945-2007); Current Vietnamese urban areas (2007); Current status of overlapping functions and tasks between ministries, ministerial-level agencies, government agencies and between the central and local levels - Recommendations and solutions (2002); Civil service systems of some ASEAN countries and Vietnam (1997)... In addition, the staff of the Institute has been proactive and active in scientific research; many research articles have been published in specialized scientific journals such as the Journal of State Organization, the Journal of State Management, the Journal of Home Affairs Science, the Institute's Scientific Research Results Information Bulletin and a number of scientific research journals inside and outside the Ministry...

Applied research is one of the strengths of the Institute, contributing to the formulation of the Party's guidelines and policies and the State's policies and laws. The Institute has helped the leaders of the Ministry of Home Affairs develop a number of Party policies and guidelines such as preparing the contents of the Party's Resolutions on administrative reform, State apparatus organization, development of cadres and civil servants; Compiling a project on perfecting grassroots government to improve the quality of the grassroots political system (Resolution of the 5th Central Conference, Session IX); Project to summarize 20 years of innovation in the Party's leadership method towards the State and society; Report to the Secretariat on "Some theoretical and practical issues on civil society in Vietnam". Serving the management and administration of the Government, the Institute has helped the leaders of the Ministry of Home Affairs develop valuable projects and proposals with high scientific content, such as: Project and Resolution No. 08/2004/CP of the Government on continuing to promote decentralization of state management between the Government and the authorities of provinces and centrally run cities; Directive No. 05/2008/CT-TTg of the Prime Minister on improving the efficiency of using working hours of state officials, civil servants and public employees; Project on building a contingent of officials and civil servants in the Government's overall program of reforming state administration for the period 2001-2010; Project on piloting the non-organization of People's Councils of districts, wards and communes; Project on the Law on Cadres and Civil Servants; Project on the Law on Public Employees and projects on implementing the Law on Cadres and Civil Servants such as: Project on competitive promotion exams, Project on methods for determining job positions and civil servant structure; Project on policies to attract, employ and reward talented people in public service activities.

Implementing the Strategy for Science and Technology Development of the Home Affairs sector until 2025, with the role and position of a leading scientific research institute, since 2020, the Institute of State Organizational Sciences has carried out basic research on state organization as a science, from the objects and methodologies of state organization science; tasks of state organization science; state organization science with the design of state apparatus organization, building the civil service and civil servant regime in Vietnam, etc. The research results will be theoretical orientations contributing to the construction and completion of the socialist rule of law state of Vietnam as set forth in the Resolution of the 13th National Party Congress.

Currently, the Institute is being entrusted by the leaders of the Ministry of Home Affairs to preside over and coordinate the development of the Program to investigate the arrangement of the administrative apparatus (career) according to Resolution No. 18-NQ/TW and Resolution 19-NQ/TW in 2017, the program is proposed to be implemented in 2 years 2022-2023, within the Ministry-level key scientific program; implementing the scientific topic: Research on applying the corporate governance model to the management of public service units according to Resolution 19-NQ/TW. The topic will focus on researching 04 main issues: Good governance (for enterprises and public service units; comparative research on enterprise governance models and public service unit governance models; experience in enterprise governance abroad; application of models. Research funding is taken from socialized sources, scientific research and other sources.

Along with topics and projects, the organization of scientific seminars is also focused on providing scientific arguments to serve the implementation of the Ministry's tasks. Many seminars have gathered prestigious scientists and managers, and have sought opinions from experts in ministries, departments, central agencies, provinces, universities and research institutes nationwide, such as: Seminar "Scientific basis for innovation in the organization and operation of the Government to meet the requirements of innovation in national governance in a modern and effective direction" (2021); Seminar "Determining the need to compile training materials for scientific research skills for civil servants and public employees in the Home Affairs sector" (2021); Seminar "Regulations and policies on training, fostering, civil servants and public employees and issues raised" (2020); Seminar "Innovation in the management of public service units towards the corporate governance model" (2019); Workshop on “Strategy for attracting and utilizing talents in the public sector” (2019); Workshop on “Assessing the current situation and proposing solutions to improve the effectiveness of management and use of female cadres and civil servants in state administrative agencies” (2019); coordinating with the Konarad – Adenauer Stiftung (KAS) of Germany to organize the international workshop on “Demarcation of authority between local government levels in Vietnam today” (2019); coordinating with the Korean Research Institute of the University of New South Wales – Australia (KRI) to organize the international workshop on “State capacity for national development in the post-Covid 19 period: Opportunities and challenges for cooperation between Korea and ASEAN countries” (2021) and “State capacity for public sector reform and national development in Southeast Asian countries and Korea” (2018); Coordinated with the French Embassy to organize a seminar on "Regulations and current status of state management decentralization in Vietnam" (2018); Workshop "Introduction and sharing of experiences on organization and management of public service units of the French Republic" (2016);... The reports on the results of the seminars have been compiled, reported to the Ministry's leaders and sent to functional departments, posted on the Institute's website and have been recognized and highly appreciated.

1. Emulation and commendation titles of the Institute

- First-class Labor Medal in 2016.

- Emulation Flag of the Ministry of Home Affairs awarded to units that have excellently completed their tasks in the years: 2009, 2011, 2012, 2014, 2019.

- The Minister of Home Affairs awarded a Certificate of Merit for outstanding achievements in the emulation movement to celebrate the 75th anniversary of the establishment of the Ministry of Home Affairs in 2020.

- The Minister of Home Affairs awarded a Certificate of Merit for the title of Excellent Labor Collective in the years 2003, 2004, 2005, 2006, 2007, 2008, 2014, 2016, 2017, 2019.

- The Minister of Home Affairs awarded a Certificate of Merit for the title of Advanced Labor Collective in 2013 and 2018.

- The Executive Committee of the Vietnam General Confederation of Labor awarded a Certificate of Merit for outstanding achievements in work, contributing to building a strong trade union organization in 2011.
