At the acceptance session, Dr. Phung Van Hien, Deputy Head of the National Academy of Public Administration, Ministry of Home Affairs, on behalf of the Research Group, presented a summary of the research results of the Project. According to the Research Group, in our country, the role and responsibility in providing public services is not only a mission of the State, a key factor to ensure social justice, promote economic development, protect the basic rights of citizens, and maintain social stability, but also reflects the nature of the State, of the political regime, and is the basis for strengthening people's trust in the country's development path in the direction of socialism. Through the Government and local authorities, this role and responsibility of the State must be implemented in a fair, effective, transparent and sustainable manner to meet the growing needs of society, strengthen people's trust in the regime, promote the comprehensive development of the country according to the goal of democracy, fairness, civilization, and moving towards socialism.
Dr. Phung Van Hien, on behalf of the Research Group, presented a summary of the research results of the Topic.
In the context of the Fourth Industrial Revolution developing very strongly and making breakthroughs in all socio-economic fields, the requirement of innovating national governance towards modernity and efficiency is increasingly affecting the role and responsibility of the Government and local authorities in ensuring public services, especially basic and essential public services. Factors such as technology, transparency, accountability, decentralization, sustainable development and international cooperation all create pressure and motivation for the government to improve the quality and enhance the efficiency of service provision, ensuring that public services not only meet the needs of the people but also promote sustainable development and social equity.
Therefore, the research on the topic “The role and responsibility of the Government and local authorities in ensuring public services to meet the requirements of modern and effective national governance innovation” is very urgent, topical and meaningful in both theory and practice.

Evaluating the results achieved by the Topic, the Council believes that the Topic has a reasonable structure of 3 chapters. Regarding the overall research situation, the Research Team has summarized the research results for foreign documents and domestic published documents that mentioned research on 3 groups of issues: (public services and public service provision; the role and responsibility of the Government and local authorities in providing public services; modern and effective national governance related to public service provision).
In addition, in Chapter 1: The Research Team has clearly stated the role of national governance. In essence, these roles represent the core values of modern national governance. These values are the foundation for the Government to build a good governance system, while promoting the improvement of the performance of the Government and local authorities in providing public services, thereby enhancing trust and social consensus, contributing to promoting comprehensive and sustainable development for the country. Therefore, to a certain extent, these are also the requirements of modern and effective national governance innovation in our country for promoting the role and responsibility of the Government and local authorities in ensuring public services.

In addition to the results achieved by the Project, the Council believes that the Research Team needs to separate the roles and responsibilities of the Government and local authorities, and at the same time determine the content of the roles and responsibilities; the research documents need to be reviewed, supplemented with research documents and foreign documents. The overview section needs to present the research situation of many topics with inconsistent content such as Section 2.2.3 "Research on national governance in a modern and effective direction related to public service provision" but the report only includes research on national governance without public services.

In Chapter 1, the Research Team needs to further clarify theoretical issues, especially the concept of public services, and how the requirements of national governance affect the roles and responsibilities of the Government and local authorities. At the same time, Section 1.1 Theoretical issues should avoid legal provisions; Section 1.2's name is still confusing and unclear; Section 1.4's criteria are still incomplete (mainly referring to quality). There are many other factors such as policy making; the determination of the research subjects, objectives and content is not suitable and needs to be reviewed. The Explanation is very clear. In Chapter 2, there should be a general legal framework in the first part; there should be a general assessment after analyzing the current situation. In addition, the causes and current situation are still mixed; not linked to the requirements of modern and effective national governance.
In Chapter 3) Section 3.1 is still not coherent; Section 3.2's title is still long and unreasonable. Solution Group 2 proposed a theoretical framework from 1988 that is not suitable for the solution's requirements and it is not known whether this theory is still suitable? The Recommendation section is too short and does not raise any issues. In addition, the Research Group needs to review and further standardize the format of the report, spelling errors, technical errors; the use of abbreviations is still not really consistent, ....

Concluding the acceptance session, based on the consensus of the Council members, Associate Professor, Dr. Trieu Van Cuong, Chairman of the Council, said: The topic is urgent, has high theoretical and practical significance. In general, the Project has solved the tasks and achieved the research objectives. The results of the Project can be used as a reference for relevant State agencies, as well as materials in teaching and research activities of law, administration and public management training institutions. However, the Research Group needs to fully absorb the Council's comments to supplement and perfect the content of the Project.
The Project has been evaluated and classified as Satisfactory by the Acceptance Council./.
