On October 31, 2024, at the headquarters of the Ministry of Home Affairs, the Institute of State Organizational Sciences organized the official acceptance of the Ministry-level Key Scientific Program "Organizing the operation of the state administrative apparatus to meet the requirements of national governance innovation towards modernity and efficiency" chaired by Associate Professor, Dr. Trieu Van Cuong, Deputy Minister of Home Affairs.

 

The Acceptance Council (Council) has 07 members, chaired by Associate Professor, Dr. Le Minh Thong, Former Deputy Chairman of the National Assembly's Law Committee.

At the acceptance meeting, Dr. Nguyen Huyen Hanh, Deputy Director of the Institute of State Organizational Sciences, on behalf of the Scientific Program Management Board, presented a summary of the Report on the organization and operation of the state administrative apparatus to meet the requirements of innovating national governance in a modern and effective direction. Accordingly, in order to innovate national governance in a modern and effective direction, it is necessary to innovate the organization and operation of the entire political system, in which the state apparatus is one of the first and most important requirements and conditions because national governance, in a direct sense, is the main function and task of the state. Therefore, the innovation of the organization and operation of the state administrative apparatus has been continuously mentioned in Party documents and many state legal documents in recent decades, most recently the Resolution of the 13th Party Congress and Resolution of the Central Conference No. 27 in 2022 on continuing to build and perfect the socialist rule-of-law state of Vietnam in the new period (Resolution 27).

However, what specific requirements does the innovation of national governance in a modern and effective direction pose for the innovation of the organization and operation of the state administrative apparatus, and what needs to be done so that these two processes take place simultaneously, in which the innovation of the organization and operation of the state administrative apparatus will effectively contribute to the innovation of national governance in a modern and effective direction. These are questions that are not easy to answer. Although there have been a number of recent studies in Vietnam addressing the issue of innovating national governance towards modernity and efficiency and innovating the organization and operation of the state administrative apparatus, existing studies have not yet convincingly addressed a number of important theoretical and practical aspects. In particular, existing studies have not yet really clarified the relationship between the two issues, especially the requirements and solutions to link the innovation of the organization and operation of the state administrative apparatus with the requirements of modern and efficient national governance. Therefore, the implementation of the Program "Organizing the operation of the state administrative apparatus to meet the requirements of innovating national governance towards modernity and efficiency" is urgent, with profound theoretical and practical significance.

 

 

Assoc. Prof. Dr. Truong Ho Hai, Director, Institute of State and Law, Ho Chi Minh National Academy of Politics commented and criticized the Program.

 

Evaluating the results achieved by the Program, the Council believes that the Steering Committee has clarified the basic theoretical issues of modern national governance, the context and requirements of modern national governance innovation for the organization and operation of the state administrative apparatus. The Steering Committee has deeply analyzed the theoretical and practical issues of organization and operation of the Government and local authorities at all levels in rural and urban areas and some related contents such as: Management and development of cadres and civil servants; decentralization and delegation of power between the central and local levels; organization of administrative units at all levels; The role and responsibility of the Government and local authorities for public services... has drawn out the advantages, progress as well as limitations and shortcomings in awareness, viewpoints, institutions, policies and implementation of laws on the organization and operation of the state administrative apparatus compared to the requirements of modern and effective national governance innovation in the new context of the country. On that basis, specific and highly feasible proposals and recommendations have been made in practice.

In addition, the Program Steering Committee has made a number of recommendations to innovate the organization and operation of the state administrative apparatus to meet the requirements of modern and effective national governance innovation in Vietnam today, including:

(1) Innovating and raising awareness of all levels, sectors, agencies in the state apparatus and cadres and civil servants about the nature and characteristics of modern and effective national governance, the context, requirements and issues arising from modern and effective national governance innovation;

(2) Continuing to adjust the functions and tasks of the Government and local authorities according to the principle: The State only does what market and social actors do not do;

(3) Strengthen and innovate the mechanism of decentralization and delegation of power between the Government and local authorities in performing the tasks of state management and providing public services in the direction of ensuring unified management of the Government, while promoting the initiative, creativity, autonomy and self-responsibility of each level, each sector and each locality;

(4) Continue to promote the reform of the state administrative apparatus at the central and local levels towards streamlining, fewer levels, fewer focal points, quick, smooth, synchronous, effective and highly efficient operation;

(5) Innovate the operation methods of agencies in the state administrative apparatus according to the principles and standards of modern and effective national governance;

(6) Build a partnership and equality with non-state organizations, ensure social consensus, and harmoniously combine the interests of domestic and non-state entities;

(7) Implementing publicity, transparency and accountability of the Government and People's Committees at all levels;

(8) Continuing to innovate the civil service and civil servant regime in accordance with the principles and standards of modern and effective national governance;

(9) Rationally organizing the system of administrative - territorial units to meet the new development requirements of the country.

In addition, the Research Group also proposed a number of conditions to ensure the implementation of the above-mentioned recommended solutions such as: continuing to perfect the institutional organization and operation of the state administrative apparatus; improving the capacity and innovating the style and attitude of the staff and civil servants in performing public duties; piloting the institution of heads at local administrative agencies; promoting scientific research and summarizing practical issues related to the organization and operation of the state administrative apparatus...

In addition to the achievements of the Program, the Council suggested that the Program Management Board should clarify the factors affecting the organization and operation of the state administrative apparatus in the context of innovating national governance towards modernity and efficiency and point out the shortcomings and limitations; the challenges in improving the efficiency of the state administrative apparatus. From there, identify the causes of these limitations and shortcomings. In addition, it is necessary to propose breakthrough and feasible solutions in improving the efficiency of the organization and operation of the state administrative apparatus, meeting the requirements of innovating national governance towards modernity and efficiency; thereby contributing to advising policy planning for competent authorities. At the same time, the studies in the Branch Topic are still scattered and overlapping, so they need to be focused on with highlights; Some solutions and recommendations need to be described more deeply and specifically. Concluding the acceptance session, based on the consensus of the Council members, Associate Professor, Dr. Le Minh Thong, Chairman of the Council highly appreciated the research results of the Scientific Program Management Board, the research results are valuable in both theory and practice. The program has built a theoretical framework on factors affecting the organization and operation of the state administrative apparatus in the context of modern and effective national governance innovation; studied the experiences of a number of countries in the world and drawn valuable lessons for Vietnam. Assessed the current situation of the organization and operation of the state administrative apparatus; drew out the advantages and pointed out the shortcomings, limitations, and causes of the shortcomings and limitations; From there, propose solutions to improve the organization and improve the efficiency of the state administrative apparatus to meet the requirements of modern and effective national governance innovation.

The Chairman of the Council requested that the Program Management Board should fully absorb the comments and suggestions of the Council members to supplement and edit the content of the Scientific Program.
