On November 5, 2024, in Son Tay town, Hanoi city, the Institute of State Organizational Sciences, Ministry of Home Affairs organized a scientific workshop to summarize the key scientific program at the ministerial level "Organizing the operation of the state administrative apparatus to meet the requirements of innovating national governance towards modernity and efficiency". Assoc.Prof.Dr. Trieu Van Cuong - Deputy Minister of Home Affairs, Head of the Program - Chaired the workshop.

Attending the workshop were experts, scientists; representatives of the Ministry of Science and Technology; representatives of units under and directly under the Ministry; heads of branch topics under the Program; leaders of units under the Institute of State Organizational Sciences.

In his opening speech at the Workshop, Deputy Minister Trieu Van Cuong said that the Ministry-level Key Science Program "Organizing the operation of the state administrative apparatus to meet the requirements of innovating national governance towards modernity and efficiency" was approved for implementation under Decision No. 533/QD-BNV dated July 23, 2020 of the Minister of Home Affairs; The program was implemented in the context of the birth and implementation of the Resolution of the 13th National Party Congress; the research contents were designed to closely follow the Resolution of the 13th National Party Congress and Resolution No. 18/NQ-TW dated October 25, 2017 on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient; Resolution No. 19/NQ-TW dated October 25, 2017 on continuing to innovate the organization and management system, improving the quality and efficiency of public service units; Resolution No. 56/2017/QH14 dated November 24, 2017 on continuing to reform the organization of the state administrative apparatus to be streamlined, effective and efficient; Resolution No. 27-NQ/TW dated November 9, 2022 on continuing to build and perfect the socialist rule-of-law state of Vietnam in the coming time; The overall program of administrative reform (PAR) for the period 2021-2030, therefore, the implementation of the Program is important and of practical significance.

Dr. Nguyen Huyen Hanh, Deputy Director of the Institute of State Science and Technology, presented the Draft Summary Report of the Ministry-level Key Scientific Program.

According to the Report, the Program has achieved the following specific objectives:

(1) Research and systematize theoretical issues related to the organization and operation of the state administrative apparatus;

(2) Clearly analyze the new context of the country and the requirements of innovating national governance in a modern and effective direction for the organization and operation of the Vietnamese socialist state administrative apparatus in the new development stage of the country;

(3) Assess the current status of innovation in the organization and operation of the Government and local authorities at all levels in the administrative reform process; identify the results, limitations and issues;

(4) Propose viewpoints, directions and solutions to innovate the organization and operation of the Government and local authorities at all levels, meeting the requirements of innovating national governance in a modern and effective direction.

The Program has achieved the following results after 4 years of implementation: 23 sub-topics, 01 domestic investigation and survey, 01 foreign survey and 10 scientific seminars. The topics have closely followed the objectives, tasks, objects, scope of research, and acceptance to ensure progress. The contents selected for research in the Program all originate from difficult and complicated issues arising in the practice of state management of the Ministry of Home Affairs, requiring fundamental and thorough research and explanation in theory and practice, in order to provide timely scientific arguments to serve the development of policies and laws in the fields of state management of the Ministry. At the same time, in order to implement the Resolution of the 13th National Party Congress, the contents selected for research in the Program are all aimed at providing scientific arguments for planning policies and solutions for continuing to reform the state administrative apparatus, building a socialist rule-of-law state, meeting the requirements of innovating national governance in a modern and effective direction in the spirit of the Resolution of the 13th National Party Congress.

In addition, the Program has made theoretical and practical contributions. In terms of theory: (1) The topics have analyzed in depth and systematized basic theoretical issues on the organization of state administrative agencies; doctrines, theories and models of state organization and state administrative agencies, focusing on Marxist-Leninist doctrine and the theories: Public Management, New Public Management, Public Administration, Modern and Effective National Governance, Developmental Government; (2) The concept and characteristics of modern and effective national governance have been more clearly defined; (3) The new context of the country and the requirements for innovation in national governance towards modernity and effectiveness in Vietnam today have been systematically analyzed; (4) Analyze more clearly the theoretical issues on decentralization, central-local decentralization, on functions, tasks, organizational structure, content and methods of operation of the Government, ministries, ministerial-level agencies and local authorities in provinces, districts, communes, towns, urban types, on the organization of administrative units, on public service, civil servants, modernization of the administrative system and building a digital government, responsibility for providing public services... according to the standards and characteristics of modern and effective national governance.

In practice: The topics have analyzed in depth, assessed systematically, comprehensively and specifically the current situation of the organization and operation of the State administrative apparatus in general and of the Government, ministries, ministerial-level agencies, local authorities in provinces, districts, communes, towns; urban areas, centrally run cities, provincial cities, towns, and cities under centrally run cities; the current situation of the organization of administrative units at all levels; public service and civil servants; building a digital government and modernizing the administration; the current situation of the role and responsibility of the government and local authorities in providing public services; drawing out the advantages, progress as well as the limitations, inadequacies, and issues that need to be further studied and resolved in order to meet the requirements of innovating national governance in a modern and effective direction in the specific conditions of Vietnam.

From the research results of the Program, some main recommendations are made to innovate the organization and operation of the state administrative apparatus to meet the requirements of modern and effective national governance innovation in our country today:

(1) Innovate and raise awareness of all levels, sectors, agencies in the state apparatus and cadres and civil servants about the nature and characteristics of modern and effective national governance, which is a new, multi-subject national governance method, in which the State plays the role of a coordinating center, with the participation of non-state entities, using appropriate methods, tools and means to mobilize national resources to effectively implement the country's political, economic, cultural and social goals and tasks. Modern and effective national governance innovation in Vietnam is carried out in the new context of the country, with both opportunities and challenges;

(2) Continue to adjust the functions and tasks of the Government and local authorities according to the principle: The State only does what market and social entities do not do, cannot do, or do ineffectively.

However, in addition to the achieved results, the Program still has some shortcomings and limitations such as: (1) The quality of some products of the program is not high. The capacity and qualifications of some project managers are still limited. The thinking of many project managers and research staff is still constrained by current regulations, not bold enough to give critical opinions, innovative and creative proposals, contributing directly to the planning of new policies on reforming the state administrative apparatus in our country today. Some project managers still lack practical understanding of the fields of state management of the Ministry; (2) The applicability of some research into practice to serve as a consultant for policy and law making in the fields of state management of the Ministry is still modest. In addition to the reasons due to the quality of research, it is also because the units receiving the results themselves have not really paid attention to and emphasized the need for reference research to apply scientific research results to the practical management work of the unit. In other words, some leaders and experts of the functional units still have a mindset of being afraid of innovation, not ready to accept proposals and recommendations of a reform nature that go beyond the current institutional and policy framework; (3) The organization and implementation of research by some project leaders is not reasonable, the research force is mainly still closed within the host unit, and has not mobilized the strong participation of relevant functional units of the Ministry and experts and scientists. On the other hand, research activities have not ensured the logic between theory and practice, which has limited the results and quality of research to some extent; (4) The allocation of funds from the Ministry of Science and Technology for the activities of the Program is not really stable, which makes it difficult to proactively propose tasks for each year; (5) The shortening of the Program implementation period from 5 years to 4 years leads to a large amount of work to be done in the last two years (2023 and 2024), causing considerable pressure on the organization and implementation of the Program Manager, as well as the scientific management unit and the units in charge of implementing each assigned topic and task.

On that basis, the Program has made a number of proposals and recommendations: advising the Ministry's leaders on theoretical and practical issues that need to be further invested in and researched in the coming time, proposing to the Ministry of Science and Technology to continue implementing long-term, comprehensive, key ministerial-level scientific programs that can cover each area of ​​state management of the Ministry on the organization of the state administrative apparatus, civil servants, public employees and public service activities, public services, administrative reform, associations, non-governmental organizations, documents - archives, religion, emulation - rewards, digital transformation...; Review and complete the products of the Program, distill the basic contents, viewpoints, and key solutions of the topic to submit to the Ministry's leaders, as well as transfer the research results to the functional units of the Ministry, ministries, branches, localities and relevant agencies to make truly practical contributions to providing timely scientific arguments to serve the development of policies and laws in the fields of state management of the Ministry, implementing the Resolution of the 13th National Party Congress in planning policies and solutions for continuing to reform the state apparatus, state administrative apparatus, etc.

At the workshop, experts and scientists highly appreciated the results achieved by the program. At the same time, some suggestions are also given to continue to improve the Breakthrough Program of the Program's products in the coming time by publishing reference books as well as making more specific recommendations to competent authorities in the development of the XIV Congress Documents as well as serving competent state agencies in making reference documents; clarifying new breakthrough points; trying to distill them more concisely (into major arguments, major viewpoints); adding more application results to date (in terms of theory).
