The training course was attended and opened by Dr. Vu Xuan Thanh, Deputy Director of the Institute of State Organizational Sciences; Mr. Le Dat, Deputy Director of the Department of Personnel Organization; Ms. Nguyen Thi Nguyet, Deputy Director of the Department of Home Affairs of Thanh Hoa province; Lecturers participating in the course: Dr. Nguyen Thi Kim Thoa, former Director of the Department of Criminal and Administrative Law, Ministry of Justice; Dr. Hoang Thi Ngan, former Director of the Department of State Administration and Public Affairs, Government Office and 50 trainees from units under the Ministry of Home Affairs.

In his opening speech, Mr. Le Dat, Deputy Director of the Department of Personnel Organization, emphasized: The team of cadres, civil servants and public employees has a very important position and role in building and organizing the implementation of the Party's guidelines, policies and the State's laws, promoting their capabilities to successfully carry out the cause of innovation. In particular, before the Fourth Industrial Revolution, it is required to build a team of cadres, civil servants and public employees who are good at professional expertise, have qualifications, knowledge, skills and the ability to receive new technological trends and apply them to state management.

Mr. Le Dat said that the purpose of organizing the training course is to equip and update knowledge and scientific research skills for the team of civil servants and public employees of the Ministry of Home Affairs in order to improve the quality and efficiency in the research and development of policies to serve the state management of the Ministry and the Home Affairs sector, meeting the requirements of state administrative reform in the period of 2021 - 2030. Through the training course, trainees will be able to cultivate, exchange, discuss, and share practical experiences and solutions to overcome difficulties and obstacles in researching and developing policies to serve the state management of the Ministry.

In order for the Training Course to be effective and of high quality, Mr. Le Dat suggested that students uphold their sense of responsibility, attend fully and seriously; focus on following and listening to the lecturers' presentations; actively discuss unclear issues, limitations, obstacles, and inadequacies in their practical activities to clarify issues of common concern with the lecturers in a spirit of seeking knowledge. After the Training Course ends, each student can immediately apply the knowledge, skills, and experiences that have been exchanged to their research work.
